Washroom was too dirty and room was not that much good

The owner did not provide the apartment i booked instead provided another one saying it is an upgrade and denied any possibility of providing the apartment i booked. Since it was a non-refundable booking and getting a stay at the end moment was not possible, i had to bear with whatever was provided. The owner stated that there was repair work going while he told me that the guest staying has extended their stay. The apartment provided was clearly not as good as the one i paid Also there was a pest issue and cleaning was not done properly.
