When I asked the guy at the front desk if there was hot water he straight up said no. Then the worker next to him said there should be and they would send someone up to look into it. We have two rooms on two different floors both with no hot water. You're better off that the staff does not speak English because they are rude in Chinese.

Not one English speaking staff....
It was a good thing we had Chinese people with us to help us communicate but when they were not around we were completely helpless in the hotel. Nobody speaks anything but Chinese so we couldn't even eat at the restaurant or get room service.
In addition to this, the hotel is very dirty (floors, tablecloths, restaurant, rooms...)

Bad location, worse room, wors....
Though rated 3 1/2 stars on TripAdvisor, this hotel is not for Westerners! Don't get me wrong, I don't mind mingling with native peoples but unless you are a sign language expert or are lucky enough to need a question answered when the one or two English proficient employees are on duty you are out of luck.
The hotel is located on the side of the city opposite West Lake. West Lake is the top attraction in Hangzhou. I would not consider the neighborhood safe to walk around in. In fact our guide told us not to leave the hotel unless we called him and then he would come and get us to take us out. That convinced me to stay in the hotel. Our room made a bad impression from the very start. The carpeting was worn and stained. No respectable hotel (above 1 star) in the US would leave a carpet like this in a room and still rent it out. The most amazing thing was the bed. I guess that Chinese people like sleeping on a FIRM mattress. I have slept on softer floors. The thermostat in the room was for appearances only. No matter what you did you were not going to get the temperature to go below 24 degrees C (75.2 degrees F). I like to sleep with the temperature a bit lower than that. .At least the bathroom was reasonably clean.
The breakfast buffet was on the top floor of the hotel and afforded a good view of the city. The food at breakfast was pretty decent.
I would not recommend this hotel for Westerners.
